CT-PEN Quarterly Meeting
April 15, 2008

Credential Process - Co-Chairs [Lynn Webber and Ginny Molleur]

Legislative Funding for the Credential Process
o Unless something dire happens, we should have sufficient funds to begin the credential development process. Legislative funds ($25,000) have been allocated to Charter Oak College for the purpose of assisting us in the development of the 4 tier/level parenting educator credential.

Meeting with Charter Oak College
o Carole Weissberg of Charter Oak College (COC) will serve as their representative to the credential development and implementation process;
o At the first meeting, held on 4/8, Carole and members of the Leadership Team discussed initial steps to be taken. It was decided that:
X A 10-12 person Credential Advisory Board (CAB) needed to be established. Members of this board needed to represent the key stakeholders in the establishment of the credential, e.g. state departments that fund prevention and intervention parenting services and programs, representatives from the largest agencies and organizations providing parenting education classes and training, representative from CT-PEN, etc.
X The Leadership Team developed a CAB Nomination form and sent it to all members with a request for nominations to the Board. Once we have identified possible members, Carole Weissberg will write a letter of invitation to join the CAB.
X Please respond to this request for CAB nominations by Monday April 28th.

Participation in Phase 2 Committees V [Lynn Webber, Ginny Molleur & Maureen Mulroy]
o A number of Expert Review Committees (ERCs) will need to be formed. Each committee will be charged with the development of a plan for implementing particular components/steps of the credential process. For example, it is anticipated that there will be a separate committee to tackle -
X The development of a NEPEM & NEPEF Grid which will be used for evaluating parenting and family life training curricula.
X Review college catalogues (e.g., classes, majors, certificates) for the purpose of developing a guide for recognizing the formal coursework component of the credential.
o It was noted that we will be using data previously collected from members via surveys/focus groups/feedback forms/ etc. to inform each stage of the credential development process.
o All members will be invited to participate in one or more of these ERCs. Please find time to participate in this process!

Membership V Chair [Lynn Webber]
Renewal => everyone will be receiving an email notice concerning the need for renewing their CT-PEN membership.
o Note: 2008-2009 membership begins July 1st;
o Note: There will be a new dues structure in place for the 2008-2009 membership year V
X individual membership will changed from $25 to $30;
X a new category of membership will be instituted called program membership. This category of membership may be used by a parent education program or unit that is embedded within a large social service agency. The charge for program membership will be $100 and allows five program staff members to engage in and receive CT-PEN benefits;
X agency or organizational membership will change from $100 to $250 and will allow 10 agency staff members to engage in and receive CT-PEN benefits.
o The current membership figure is 200 members which includes both individual and organizational memberships.

Treasurer/Financial Report V Chair [Lynn Webber]
The is current balance is approximately $6,000.
o A more complete report will be presented to the membership at the state conference.
o To help increase our financial standing, we are requesting monies from the Graustein Foundations and DCF to help with the expenses that will attend participation in the Credential development process.
X We are looking into hiring a Grant Writer. Please refer names and contact information to the Leadership Team so we can pursue the possibility of a contract.
Other low cost fundraising ideas include:
o Selling static cling CT-PEN bumper stickers, pens, and magnets.
Other money saving ideas that have been discussed include sending pdf files of any CT-PEN promotional materials, e.g. the trifold, a poster, a member s creed directly to each member so he/she can print off the material for their own use.

Website V [Ginny Molleur]
Our Web Launch party at the Legislative Office Building (LOB) in March was a huge success. We/it were well received and the timing of the event couldn t have been better. It is widely believed that our presence at the LOB and during the legislative session helped us in gaining financial support for the credential process.
Members are strongly encouraged to visit the web on a weekly basis. They are also encouraged to:
o Post trainings events, make public announcements, register themselves on the members listing.

Regional Group Updates
Southwestern hasn t done anything lately [Suzanne Wallace]
Greater Hartford => It was reported that the group had a wonderful meeting/training about Children and Death;
South Central [Elizabeth Shack] => Core members of the SC regional group will share in the responsibility of attending the statewide CT-PEN meetings. She noted that Ruth Freeman presented information on Trauma and Parenting Education. Ruth s presentation included information about how the experience of trauma influences children, parenting styles and professionals in their role as parenting educators. Elizabeth noted that Charlie Slaughter (DCF) will present Working with Parents to Build Healthy Mealtime Environments during their next meeting on 5/12/08.

Previous Business
Spring Conference [Ginny Molleur] => every thing is going well. Tremendous response to the speakers. Reservations are becoming quite limited as a result.

NPEN dual membership V [Maureen Mulroy for Pam Langer]
o The CT-PEN Leadership team can join for $100 and then use the 5 free membership for the members of the Leadership team and then other members can sign up for $20 each.
X Discussion pursued and it was recommended that the Leadership Team join NPEN, use the 5 free memberships and then assign someone from the Leadership team to keep the general membership updated via an email or posting on our website.

New Business
Election of Officers V Everyone has been sent an email asking them to nominate themselves or someone they know for one of the Leadership Team openings V Chair, Co-Chair, Treasurer.
o A slate of officers will be developed and put to a vote at the Spring Conference.
o Please send all nominations to Ginny Molleur asap!

Focused Discussion: Pricing Our Parenting Education Programs and Services

A very interesting discussion occurred during which participants talked about per/hour charges, mileage reimbursement, in-home/in-office rates, minimum and maximum contact hours, sliding scale fees, waivers, mandated programming costs, advertising, recruiting volunteers, etc.
o It was decided that once the credential is up and running this will most likely be the type of forum that CT-PEN will sponsor for its members.
X It was noted that there was little or no standardization between educators or agencies and that this is not good for anyone.
X It was also noted that there is such a wealth of knowledge, experience, and expertise to draw upon from within our membership.
